Padraig Conlon 16 Oct 2026
The Land Development Agency (LDA) has announced the details of the application process for over 300 new Starter Home apartments in Shankill, Dublin 18.
The 328 A-rated homes are located at Woodbrook in Shankill and are being made available in two phases with Cost Rental applications for both phases opening on Tuesday, 20 October at 12pm. The portal will remain open for 7 days.
The homes include 102 one-bed apartments, 220 two-bed apartments and 6 two-bed duplex apartments.
Cost Rental is a relatively new tenure, which provides a secure, long term rental option with rents at least 25% below market rates.
It is designed to assist those who do not quality for other state supports, but who are struggling to afford to rent in the private market.

The monthly rents for the apartments at Woodbrook are €1,495 for a 1-bed, €1,665 for a 2-bed and €1,750 for a 2-bed duplex apartment.
Would-be applicants are advised to go to the LDA’s website for further information, including details of the application process and requirements, the eligibility criteria and the number of occupants allowed for each apartment type.
The apartments at Woodbrook have been delivered as part of the LDA’s Project Tosaigh homebuilder partnerships initiative, whereby the Agency partners with homebuilders to provide the financial stimulus needed to complete housing projects.
The completed homes are then owned by the LDA and made available for rent or purchase through the Government’s Starter Home Supports programmes.
These homes have been delivered by the LDA in partnership with Castlethorn and are part of the homebuilder’s wider Woodbrook development, which includes a planned crèche, primary school and neighbourhood centre.
The development is right beside Woodbrook Dart Station and Shanganagh Park and
the apartments have views of both Woodbrook Golf Club and Dublin’s coastline.
It is well-served by a main bus route and within easy reach of both the M11 and M50.
Woodbrook is also conveniently located between the coast and mountains, and Shankill and Bray, with a host of retail services, amenities and employment centres nearby.
The area also has a wide choice of primary and secondary schools.
The new apartments are located close to the award winning Shanganagh Castle Estate, where 597 new affordable purchase, cost rental and social homes have been developed by the LDA in partnership with Dún Laoghaire-Rathdown County Council.
John Coleman, Chief Executive of the LDA, said: “We are excited to announce the application process for over 300 Cost Rental homes at Woodbrook in Shankill.
