Breen welcomes “huge milestone” as Clontarf flood defence project goes out to tender for design team

Cllr Kevin Breen has welcomed Dublin City Council’s publication of a tender to appoint an integrated design team for the Clontarf Flood Defence and Public Realm Project, describing it as “a huge milestone for the people of Clontarf and a major step towards a long-term flood defence solution”.
The tender seeks a specialist team to develop the project through options assessment, environmental studies, statutory consent processes and detailed design, preparing the scheme for future procurement and construction.
Cllr Breen said:
“This is a huge step forward for Clontarf. At the heart of this project is protecting people — protecting homes, protecting businesses and giving our community greater confidence in the face of existing and future flood risks.
“The publication of this tender is a significant milestone towards delivering a long-term flood defence solution.
“Appointing a design team will allow the detailed work needed to bring that solution closer to delivery.
“Clontarf’s seafront is a special place. We need a scheme that provides effective flood protection while respecting our coastal environment and making the seafront a better place for residents, businesses and everyone who uses it.”
The project will address coastal and surface water flood risks alongside improvements to public spaces and walking and cycling facilities. The design team will bring together engineering, planning, environmental and stakeholder engagement expertise to develop a coordinated scheme.
The proposed consultancy framework has an estimated value of €7.5 million. This relates to the design and associated specialist services, rather than the construction cost of the flood defences.
Cllr Breen added:
“The priority now is to maintain momentum, ensure meaningful engagement with the community and progress the design and approvals needed to deliver effective protection.
“I will continue to press for progress and for the funding needed to bring this project to delivery. The people of Clontarf deserve a lasting solution that protects their homes, their livelihoods and our community.”
The deadline for applications is 30 October 2026 at 12 noon. The project remains subject to funding.
