ANCA launches public consultation on aircraft noise draft regulatory decision for Dublin Airport development

The Aircraft Noise Competent Authority (ANCA) has today launched a public consultation on draft aircraft noise measures associated with the proposed development at Dublin Airport.
The consultation relates to planning application F23A/0781, submitted by airport authority for Dublin Airport (daa) to Fingal County Council, which includes a proposal to increase the annual passenger cap at Dublin Airport from 32 million to 40 million passengers, alongside the development of additional airport infrastructure.
As part of its statutory role, ANCA has assessed the potential aircraft noise impacts associated with the proposed development and prepared a draft Regulatory Decision outlining proposed noise mitigation measures.
Among the measures proposed is a recommendation to extend home insulation support to households affected by lower levels of aircraft noise than those covered under the current arrangements.
The proposed insulation measures are intended to reduce aircraft noise levels inside eligible homes by up to 5 decibels, delivering a meaningful and noticeable improvement for qualifying households.
Ethna Felten, Director of Aircraft Noise Competent Authority said: “We recognise that aircraft noise can have a significant impact on local communities and on people’s quality of life.
“Our role is to independently assess those impacts and ensure that appropriate mitigation measures are considered as part of the planning process.
“This consultation provides an important opportunity for stakeholders, including local communities, members of the public, and anyone with an interest in Dublin Airport to review the draft proposals and submit their views before a final Regulatory Decision is made.”
The consultation also includes:
- The amended Noise Abatement Objective (NAO) for Dublin Airport
- The Draft Regulatory Decision and supporting report
- Strategic Environmental Assessment reports for both the NAO and the Draft Regulatory Decision
ANCA has confirmed that the consultation relates specifically to aircraft noise measures associated with the proposed development. Submissions on other aspects of airport operations cannot be considered by the authority.
The public consultation will remain open for fourteen weeks from 28 May at 09:00 until 03 September 2026 at 17:00.
