Planning permission filed for 853-home Oscar Traynor scheme
Gary Ibbotson 06 Jan 2023Planning permission has been filed for the 853-home development at Oscar Traynor Road in Coolock.
In December, Glenveagh Living submitted the application for the highly contested housing scheme which will benefit “the wider Coolock, Beaumont, Santry and Kilmore areas,” the developer says.
“Glenveagh was selected to partner on the development with Dublin City Council following a competitive tender by the Council.
“Under the terms of the agreement, all the homes at the site will be developed as social housing, cost-rental housing, or affordable purchase housing in line with the Government’s Housing for All plan.”
All of the homes part of the development will be A-rated and will “incorporate sustainable and renewable technologies, resulting in lower costs for residents and a better outcome for the environment,” it says.
Subject to the planning approval process, Glenveagh has indicated that it will be in a position to commence work at the site from Q4 2023 with a view to the first houses being completed by late 2024.
The entire development is due to be completed on a phased basis over four years.
“The application envisages that over 20 percent of the overall site will be designated as public space, with public parks and biodiverse green spaces, allotments, woodlands, cycle trails, and play areas,” Glenveagh says.
“There are also plans for a mixed-use community centre and a childcare centre.”
Lord Mayor of Dublin Caroline Conroy said the move is an important step in the development of social and affordable homes in the county.
“The submission of the planning application is a very significant moment for the Oscar Traynor Road project,” she said.
“This scheme will deliver 853 public homes over the next few years if planning is successful.
“The council would like to acknowledge the work of all the stakeholders in the pre-submission phase including Glenveagh Living, the local community and consultative forum, the DCC project team and to also recognise the support of the local councillors in the North Central area.”
In November 2021, councillors voted to approve plans for the north Dublin site which involves the disposal of the 42-acre land to Glenveagh.
In return, the council will pay the developer to construct the homes which will consist of 40 percent social housing, 40 percent cost rental housing, and 20 percent affordable housing.
The motion was passed by 36 votes to 23 with Fianna Fail, Fine Gael, the Green Party and several Labour councillors voting for, while Sinn Fein, the Social Democrats, People Before Profit and most Independent councillors voting against.
