DCC rezones additional land across the city for up to 25,000 new homes

Dublin City Council has announced that, at a Special Council Meeting on Monday night, it concluded a process to rezone additional land for up to 25,000 new homes in the city.

The meeting marked the conclusion of a series of statutory proceedings that commenced in October 2025.

In a statement, Dublin City Council said:

“A number of public consultations, engaging all stakeholders, were held to inform the decision to enable housing growth in the city up to 2032.

“This demonstrates the ambition of Dublin City Council to provide significant additional housing capacity in the city and represents a strategic intervention to bring forward development lands in line with the requirements of the National Planning Framework (NPF) Implementation: Housing Growth Requirements.

“It will also help shape the future of Dublin by ensuring that growth is not only accommodated but harnessed in a way that delivers sustainable, liveable and resilient communities.

“These rezonings balance ambition with deliverability, ensuring that new development enhances and supports sustainable communities while shaping the form, function and long-term resilience of the city.

“To achieve the delivery of 25,000 additional homes, the Council has:

• Approved the Masterplan for Broombridge–Hamilton in Glasnevin for inclusion in the City Development Plan in January 2026. This provides for a mixed-use regeneration area with the capacity to accommodate approximately 8,500 homes and is already progressing through the planning system.
• Finalised and approved the Masterplan for City Edge in Kylemore for inclusion in the City Development Plan on June 22. This Masterplan provides for approximately 5,300 homes.
• Also, at this meeting, approved an expansion to eight Strategic Growth Areas across the city and the rezoning of seven key sites, which together have the potential to deliver up to 10,000 additional homes.”
