Applications will open for the first Cost Rental homes at Montpelier in Dublin 7 next Monday, March 30, with Tuath Housing inviting eligible households to apply for one, two and three-bedroom homes.
The first phase of 75 Cost Rental homes at Ashford House is due for completion in June, with residents expected to move in from late June.
Montpelier is a major new development that will deliver 1,046 homes in total, including 264 Cost Rental homes managed by Tuath Housing, the country’s largest not-for-profit Approved Housing Body (AHB).
A second phase of Cost Rental homes at Montpelier House is scheduled for delivery in 2027.
Cost Rental provides secure, long-term homes at rents based on the cost of delivery rather than market prices.
These homes will offer high-quality, secure and affordable housing for people who are priced out of the private rental market but do not qualify for social housing. Rents will be set at least 30% below comparable market levels, providing stability and certainty for residents.

In a first for both Tuath Housing and the AHB sector, 25% of the Cost Rental homes will be reserved for applicants with a local connection to the area.
This approach is designed to support community continuity, enabling people to remain connected to the places they live, work and belong.
The remaining 75% of homes will be open to all eligible applicants.

All homes will be allocated through a transparent lottery system, details of which can be found on Tuath’s website.
Applicants can qualify for local priority if they meet one of the following criteria:
- Currently living within the North Inner City, South-East Inner City, South-West Inner City or Cabra–Glasnevin Local Electoral Areas
- Previously living in these areas for at least two of the past five years
- Working within a 2km radius of Montpelier
- A household member attending education within a 2km radius
Applicants who qualify for local priority but are unsuccessful will automatically be included in the general lottery, which will take place one week later.

Cost Rental rents at Montpelier will be:
- €1,490 for a one-bedroom apartment
- €1,695 for a two-bedroom apartment
- €1,895 for a three-bedroom apartment
These represent a discount of at least 31% on comparable rents in the area.
Demand is expected to be high, with more than 8,000 individuals having already pre-registered their interest.
