Dublin City Council today announced that eligible applicants will be able to apply from September 23 for the next and final launch of 95 Starter Homes for sale (formerly the Local Authority Affordable Purchase Scheme) at Oscar Traynor Woods, Dublin 17.
The Oscar Traynor Woods project is a landmark new development by Dublin City Council delivering 850 A-rated new homes in partnership with Glenveagh and Clúid Housing, which comprises a mixed tenure development of homes to rent and buy under the Starter Homes Progamme as well as social homes.
The site is located in Coolock, Dublin 17 and is being delivered in phases.
It will include new parks, community spaces, a multi-use games area and a number of retail and commercial spaces – all designed to build a sense of community, promote residents’ well-being, and encourage a genuinely sustainable way of life.
Applications are now invited for the final release of starter homes for sale, which will be ready for occupation in 2027.
This release comprises 28 one-bedroom apartments, 48 two-bedroom apartments and 19 three-bedroom apartments.
Through the Starter Home Purchase Scheme, Dublin City Council helps eligible households bridge the gap between their mortgage/deposit and the market value of a home, in return for a percentage equity share. These Oscar Traynor Woods homes will be offered at an average 22% discount to open market value.
The price successful applicants will pay will depend on how much they (and, if relevant, their spouse/partner) earn.
- One-bedroom apartments will cost between €251k and €318k. The salary range (single or combined) is €56k to €71k;
- Two-bedroom apartments will cost between €299k and €380k. The salary range (single or combined) is €67k to €85k;
- Three-bedroom apartments will cost between €340k and €413k. The salary range (single or combined) is €76k to €93k
Based on current best advertised rates, typical monthly mortgage repayments for these homes, bought at the minimum price, will be as follows:

Applications will be accepted exclusively online from 12 noon on 23 September until 12 noon on 14 October 2026 at https://affordablehomes.dublincity.ie/.
