Dublin City Council (DCC) has announced that, following a successful market engagement process, the procurement competition for the first call-off under its Home Building Programme has been formally launched.
The local authority say this marks a significant step forward in progressing the Council’s ambitious programme to deliver new social and affordable homes across the city on council-owned land.
The programme will make a substantial contribution to the Government’s national housing plan, Delivering Homes, Building Communities.
The first call-off will bring forward five developments to the market, covering a diverse mix of sites across the city, including brownfield and greenfield sites, former depot lands, and key regeneration areas.
Early enabling works are already underway on two of the sites, with construction on all five sites expected to get underway early in 2027.
The programme is supported by funding from the Department of Housing, Local Government and Heritage.
The five developments will deliver a diverse range of high-quality homes including houses, apartments, and duplexes alongside associated community and childcare spaces designed to support sustainable and vibrant communities in Finglas, Ballymun, Whitehall, and North Inner City.
This milestone demonstrates Dublin City Council’s strong commitment to its Home Building Programme and its long-term ambition to deliver approximately 4,000 high-quality homes.
DCC is being supported by the National Development Finance Agency (NDFA).
Lord Mayor of Dublin Daryl Barron:“The launch of these five sites marks a significant step forward in Dublin City Council’s commitment to tackling the housing challenge at scale. By unlocking the potential of Council-owned land, we are not only accelerating the delivery of much-needed homes, but also supporting the development of strong, sustainable communities. This programme reflects our clear ambition to ensure that Dublin remains a city where people can live, work, and thrive in the neighbourhoods they know and value.
Cllr Deirdre Heney, Chairperson of Housing and Social Inclusion (SPC) Strategic Policy Committee: “This launch represents a key milestone in translating the ambitions of the Home Building Programme into tangible delivery for communities across the city. Following strong market engagement, Dublin City Council is now inviting housing contractors to participate in the competition, supporting the delivery of high-quality social and affordable homes at scale”
