Dublin City Council has published its Pre-Planning Design Consultation Report for the Grow College Green project, confirming strong public support for its ambition to reimagine the historic heart of Dublin as a vibrant, people-focused civic space.
The report, which was presented to Dublin City Council’s Mobility and Public Realm Strategic Policy Committee on 27 May, captures feedback from a four-week consultation on the pre-planning design held between February and March 2026.

Combining both in-person and online engagement, the consultation received over 1,800 submissions from stakeholders including local businesses, residents and Disabled Persons Representative Organisations.
Feedback highlighted strong support for prioritising pedestrians, providing cycling access, reducing vehicular traffic and delivering a high quality civic space.
Respondents also welcomed proposals to enhance greening, biodiversity and climate resilience, alongside improvements to the public realm and the setting of the area’s historic architecture.
The consultation also included observations regarding accessibility, public safety, long-term maintenance and connectivity.
Dublin City Council will use these insights to inform, refine and strengthen the final design ahead of submitting a planning application later this summer, with continued stakeholder engagement as the project progresses to ensure Grow College Green delivers a sustainable, inclusive and welcoming space for all.
